Checks unit delay and memory blocks to heed rule jc_0623. Unit delay blocks may only reside inside a subsystem that is triggered or function called from an enclosing subsystem or inside a discrete model. On the other hand memory blocks may only reside, where unit delay blocks are not allowed.
Exempted from the checks are all contents linked into the model from libraries listed in the jExclLibs parameter.
