Checks names of basic blocks contained in the checked object to adhere to the jc_0247 length restriction. The length limit checked against is defined in parameter nMaxBlockNameLen.
I/o port block names are no subject of this rule but of dedicated rule jc_0244.
Exempted from the checks are all contents linked into the model from libraries listed in the jExclLibs parameter.
