Checks indexing bases of multiport switches to heed rule db_0112
Multiport switches must use 0-based vextor indexing, if bUseVecIdxZero is true, and 1-based vector indexing otherwise. Any multiport switches using explicitly specified indices are not checked here to allow enum-like selection along with one or another type of indexing into contiguous vectors in the same model.
Exempted from the checks are all contents linked into the model from libraries listed in the jExclLibs parameter.
